The Integrated Protection and Control System (IPCS) is a combination of software and hardware to control and supervise the electrical power generation and the distribution plant. The IPCS monitors and supervise the status of every incomer and feeder (for MV and LV switchboards) through the intelligent IPCD relays. The IPCD signals are collected and managed by the RTU. The RTU, connected to the LMS/DMS LAN and/or through the DCS LAN, exchanges information with the control room. An operator can monitor and supervise the system connecting with a PC to the RTU or directly to LMS/DMS ethernet LAN.



Functions

Developed to comply with the most stringent Oil & Gas Industry standards, Skema’s IPCS:
>   Integrates the functionalities of Shell DEP 33.67.01.31 (IMCS) and DEP 33.64.10.32 (ENMCS)
>   Controls all network components at all voltage levels
>   Interfaces with the process control system (DCS) in order to match the electrical supply to the processing
     requirements
>   Complies and analyzes data on the performance and maintenance of the electrical network
>   Supplies data to higher-level systems to allow for the evaluation of the overall plant key performance indexes
>   The integration of process and electrical data permits to calculate plant indexes and present a plant dashboard
     related to availability, performance, profitability

The System


 

THE OPERATOR INTERFACES

The operator interfaces are installed in different locations around the plant and they serve to:
>   Display live synopsis of switchboards and systems that are part of the electrical network
>   Display alarms and trends of realtime and historic measurement
>   Display IED details, allowing the operator (where permitted) to change the IED parameters
>   Display sequence of events (SOE) and disturbance recordings made in case of trips
>   Allow the operator (where permitted) to change functional parameters
>   Allow the operation managers to analyze performance, cost, reliability and power quality

The Human-Machine Interfaces are implemented across various levels:
>   Operator control panel for Intelligent Power Motor Control Centers
>   Operator monitoring and control interface for electrical cabins and substations
>   Operator workstations installed in the Control Rooms to manage all the functions of the electrical network

THE INTERFACE CONTROL UNITS

The Interface Control Units (ICUs) are installed in each (and every) substations of the plant. They serve to:
>   Communicate with IEDs and other systems (TG/EDG UCPs, UPS, HVAC) via IEC 61850, Modbus, IEC 101/104,
     DNP3, PROFIBUS, OPC, ect.
>   Store and forward data in case of temporary network faults
>   Allow for local connection of an operator workstation
>   Perform substation automation (black-start, normal to emergency switchgear, etc.) via communication
     and H/W's IOs
>   Operate as gateways for information and commands between the DCS and upper levels of IENMCS and IEDs
>   Allow for intercommunication between devices and systems using different protocols
